Is Kinmen successful in its development of a cultural industry?

A discussion of cultural industries in this journal ("Kinmen: governing the culture industry city in the changing global context") raises doubts about the "successful" governance of local redevelopment and the established institutional system described by the authors (Yang and Hsing, 2001). We would not like to argue the context of cultural development but aim to discuss the reality and the crisis of Kinmen; which was, ironically, not expected to display steady development in the 21st century. Nevertheless, the cultural-industrial institutions in Kinmen, which were addressed by Yang & Hsing, still need to go a long way in order to be fully implemented and the development of Kinmen has achieved sustainability.
