In developing the application of the theory of probability to the problem of plumbing design loads, Dr. Roy Hunter in 1932 at the National Bureau of Standards first assumed that the operation of the principal fixtures making up the plumbing system could be considered as purely random events. (The analysis and background information presented in the National Plumbing Code Handbook, especially all original papers, make valuable reading for anyone interested in this methodology.) His goal was to quantify on the basis of probability a means of sizing waste conduits based on usage demand at a probable "not to exceed" failure rate.
