Drivers should not be piggy-in-the-middle

Many children or their parents were caught out by the sensible but belated decision that from 1 June 11 to 15-years-olds must produce a photocard proving entitlement to free bus travel in London, as it seems that processing of applications did not proceed as quickly as it should. In mid-June, some members of the London Assembly wanted the whole thing delayed while drivers' union Unite has weighed in saying that guidance by operators has been mixed with some drivers having to face screaming parents or very upset children if refusing boarding. It is all very well expressing hopes that drivers will use their discretion, but will revenue inspectors take the same view? Or are they in hiding until July? Either way, Unite has a valid point that drivers are entitled to clearer instructions on matters such as this and should not be left as piggy-in-the-middle.
