Why so few weekend park & ride buses?

My only gripe on a recent visit to Scotland was the dreadful weekend park-&-ride service serving Edinburgh from the new Straiton site. With 600 parking spaces, a 30min Saturday and 60min Sunday service (the latter's first run not until 10.40), was a frustrating experience for us and for many potential users. Probably a good percentage of those who drove off, not prepared to wait, contributed to the traffic jam our park-&-ride bus experienced as we eventually drove into the city. With similar time gaps at other park-&-rides serving Edinburgh at busy weekends, can someone from this fair city explain the logic of this policy?
