His claim that, having informed OFT about the recent mergers, the bus operators are to blame for our money being wasted on unnecessary investigations is worthy of Humphrey Appleby at his worst. With a modicum of knowledge it would have been obvious that there were no grounds for concern but the report on its study of local bus markets illustrates both OFT's lack of knowledge and the failure to improve that knowledge by efficient research.
