One of the redeeming features of the West Yorkshire Metro bus operations in 1986 was that local operators had been through the hard times and the network was at its most profitable, buoyant and integrated. Given that the metropolitan county had the largest proportion of rural services of any English passenger transport authority, maintaining viable rural services was no mean achievement. Bus passenger numbers on PTE services had plunged between 1977 and 1981 from 300million to 180million, helped in no small part by 13 fare increases. The new Labour administration, which lasted until the metropolitan counties were abolished in 1986, pledged to freeze fares and restore confidence in the network.
