Her words could not be clearer. A Labour government, says shadow transport secretary Mary Creagh, will provide all necessary support to ensure that any city that wants London-style regulated buses can have them. She gave this pledge to the chairs of the transport committees of England's six largest city regions outside London six days after one of those city regions, the North East Combined Authority, voted to push ahead with its plans for a quality contract franchising regime in Tyne & Wear. This was music to the ears of the assembled gathering, especially in Tyne & Wear and West Yorkshire where quality contracts are at the top of their transport wish list, perhaps also in Merseyside judging by the comments of Merseytravel on the day of the meeting with Creagh. These are places where politicians and PTE officers either believe that deregulation has failed or that things could be better if they were given more control over the services operated, fares charged and ranges of tickets available.
