Perhaps the biggest surprise about the new Bus Services Bill is its name. Ever since its existence was revealed in the post-election Queen's Speech in May last year, we have been primed to expect a Bill paving the way for councils to gain more control over England's bus services. So no cause, then, for raised eyebrows that it was spelt out in more detail after Her Majesty returned to Parliament on 17 May reveal the content of the legislative programme for the coming session. Only that what was being called the Buses Bill now has a new, slightly longer and more descriptive name.
