Early battles on the road that led to bus deregulation

The 1980 Act was not all about deregulating coaches. Other provisions related to car sharing and privatising the National Freight Corporation. It removed the need for conductors to hold a licence and for traffic commissioners to authorise fares increases. Fundamentally, it changed the licensing system for all coach and bus operators, following the lead of 12 years earlier in the road freight sector by moving from quantity to quality criteria.
