Liverpool City Region Combined Authority says franchising is emerging as the leading option — still among others — for reforming the bus network operated today mainly by Stagecoach and Arriva. The metro mayor, Steve Rotheram, says this follows two years of intensive work and a year long Big Bus Debate in which people shared their experiences of bus travel and their hopes for the future. 'Our communities rely on buses to connect them to work, education and training, family, hospitals and other public services, but too often the current deregulated system is letting people down,' he says.
