"Early and active involvement of purchasers is a lesson the NHS must learn," health secretary Stephen Dorrell said last month. His call, made at a Treasury private finance initiative conference in London, may have caused some unease in Edinburgh. The city has two PFI hospital schemes at roughly the same stage of procurement, with a capital value totalling £270m, but the question now is, can both go ahead at once? If they do, what form will they be in, and if they don't, will bidders be compensated?
