Treasury bid reaches muddled finale

On 12 September, either developer Godfrey Bradman or his former partner Stuart Lipton will be chosen to carry out a £200m redevelopment of the Treasury's Whitehall headquarters. The runner-up will have lost up to £lm, a year's effort and a lot of pride. There are rumours that Upton's team is the favourite because financial details of Bradman's bid were submitted after the 5 August deadline. The banks' worries over the Bradman bid were first revealed in Building (9 August, page 6).
