Dan Labbad, chief of Lend Lease's Europe division, has been appointed chairman of the UK Green Building Council. Labbad has been on the advisory board of the UKGBC since its launch in 2007. He will succeed Peter Rogers. The Burj Khalifa's observation deck was suddenly closed on Monday, a month after the 828m Dubai tower opened to the public. It is understood there were technical problems with the platform, which is on the 124th floor.
