Sir Michael Latham (pictured, left) was officially commissioned to write his report jointly by the government, under the Department of Environment, as was a raft of construction industry bodies representing contractors, specialists and consultants. While environment secretary John Selwyn Gummer (now Lord Deben) was the ultimate audience for the report, former Clients' Forum deputy chair David Adamson says then president of the board of trade Michael Heseltine played a key role in the tricky decision to choose Latham as author. "It actually took longer for the industry and the government to agree the author for the review than it did for Sir Michael to undertake it," says Adamson.
