Proposal to turn car park into flats moves up a gear

Plans to turn an underused car park above a shopping centre in Hertfordshire into 119 apartments have been lodged by Todd Architects.The 8,800sq m project, which will sit above The Pavilions Shopping Centre in Waltham Cross, include a mix of one- and two-bed units, aa well as a number of three-bedroom homes.The homes will be in two blocks connected by exterior walkways and will also include a communal landscaped roof terrace and garden.
