Pervis parker is a young general manager grasping local TV's nuances in Jackson, Miss. The station he manages, WLOO, is one of a extremely small number of African American-owned TV stations in the nation. Owned by the historically black college Tougaloo, the My Network-TV affiliate has a staff of seven, a new HD facility and a joint sales agreement with Fox affiliate WDBD. Parker, 36, knows the long odds facing black owners. Yet he still dreams of someday joining that exclusive club. "It'd be unique to be able to create something positive in one of the smaller local markets," Parker says. "Since there are not a whole lot of African-American owners, I'd like to be able to bring the sense of value that I can to that particular area."
