Broadcasters and cable operators will benefit in 2016 from the package of spending and tax bills that passed last month. In a partial smackdown of the FCC, Congress OK'd a bipartisan rider that gives broadcasters 10 years to unwind joint sales agreements (JSAs) the FCC wanted undone by now. It was not a total loss for the commission, because its March 2014 decision still means all JSAs established after that time for at least 15% of a station's ad, sales will count as ownership. All deals struck before that date are grandfathered for a decade.
