One-Seg, a service for mobile and hand-held terminals based on the ISDB-T digital terrestrial television broadcasting system, began operating in Japan in April 2006. One-Seg has become popular as the new digital service for interactivity and for enjoying broadcasts anywhere, anytime. In this paper, we propose a method of connected retransmission for One-Seg terminals and a technique to deliver an emergency warning broadcasting service to One-Seg terminals. First, we describe the method of One-Seg combined retransmission and describe the characteristics, functions, and performance of the system embodying this method. Next, we describe our test of the emergency warning broadcasting system service that takes advantage of One-Seg's features. The test was of a remote activation system with low power consumption,and we describe the system's receiving capability and the effect of reducing its standby power. The prototype had the carrier-to-noise ratio required in an AWGN environment.
