In Japan, earthquake/tsunami news flashes are delivered as closed-captions at the top of the broadcast screen. These important pieces of disaster-related information must be promptly accessible to everybody. People with visual impairments, however, complain that they are not able to read such earthquake/tsunami news flashes, and have requested audio readout. To serve their needs, we are studying broadcasting services that automatically read out news flashes at the receiver by using a digital broadcasting mechanism.
