Many testers I know feel overwhelmed and want help. Many test managers I meet feel they are understaffed. Developers often want more testers for that extra safety net. I believe that people want justification for hiring more testers for their teams, so they ask this question in the hopes that they can go back to their organization and say that "the standard is 'x:l,' and we are severely understaffed." Unfortunately, there is no magic formula to answer this question.
