The control plane in Service Intelligent~(TM) all-optical and switched synchronous optical network/synchronous digital hierarchy (SONET/SDH) networks relies on the existence of a highly reliable and robust signaling communications network (SCN) to transport signaling and control messages between network elements. This paper provides an overview of the SCN architectures and implementation details (physical channels, data link, multiprotocol label switching [MPLS] 1 + 1 protection, routing, and upper layers) to support end-to-end circuit provisioning across the network and mesh restoration features. Performance and scalability issues are discussed along with engineering guidelines to deploy these architectures. Some SCN interworking challenges in mixed product domains, mixed vendor domains, and embedded networks are also addressed in this paper. Implications of the traditional management communications network (MCN) used for operations and maintenance on SCNs are analyzed as they utilize common system resources. Further, impact of evolving standards and protocols on the SCN implementation are discussed.
