The U.S. Navy is interested in giving its fighters an all-weather bombing and reconnaissance capability with the prospect of such a system being fielded on the F-14 in the near future. The need to be able to target GPS-guided bombs and provide tactical reconnaissance even in adverse weather was driven home to service officials during last year's Kosovo air war. "Clearly, target obscuration by weather was a source of frustration by all of the services," said one Navy official. Only the B-2, equipped with a synthetic aperture radar, was able to drop bombs in all-weather.
