Ford and General Motors have announced that they will participate in the US National Low Emission Vehicle (NLEV) programme once the Environmental Protection Agency declares the programme is in effect. NLEV is a voluntary plan that would result in manufacturers building vehicles for the US that are 99 per cent emission-free.
