摘要

The starting point for analyzing the safety of a reactor is a statement regarding the probability that some accident or some operating discrepancy of the equipment will occur. In 1982, the General Proposals for Ensuring the Safety of Nuclear power Plants (OPB-82), which is the main regulatory document, was published and has been in operation up to now. When working with nuclear fuel one of the fundamental requirements is to eliminate the possibility of an uncontrolled critical mass being formed both in the active zone itself and at any other place in the power plant.
