Status and development of GLONASS

Based on the GLONASS State policy, present status and modernisation plans the following statements could be considered as a summary: 1. GLONASS is an existing and developing part of GNSS. 2. GLONASS became a system not under military control but a dual use system. 3. GLONASS Programme is a first Space System Federal Program directly presented in the State budget. 4. GLONASS Programme coordinated by the civil agency Rosaviakosmos. GLONASS Coordination Council has been established this year. 5. The GLONASS sustainment and development financed through both Rosaviakosmos and Ministry of Defence in equal shares. 6. GLONASS modernisation will benefit to the civil users: 6.1 more robust navigation against interference, compensation for ionospheric delays due to new signals, 6.2 higher accuracy, availability, integrity, reliability. 7. In combination with GPS even now GLONASS use is improving the navigation quality. 8. GLONASS is opened for international cooperation to come to system compatibility, interoperability, to make systems really complementary giving the users better reliability of navigation service.
