Changing Personnel Readiness Reporting to Measure Capability

The Army's unit status report (USR) personnel readiness metrics are assessed using the criteria prescribed in Army Regulation (AR) 220-1, Army Unit Status Reporting and Force Registration-Consolidated Policies. These metrics directly support the calculation and determination of resource measurements, capability assessments, and overall assessments that are required to be reported. The current method of determining these metrics results in a product that does not adequately assess the Army's ability to maintain strategic land power capabilities.
