Reshaping The Future Years Defense Program

The 11 September terrorist attacks on the World Trade Center and the Pentagon dramatically altered the Fiscal Year 2002 Department of Defense (DoD) budget debate. The Bush Administration's amended $343-billion FY02 defense budget request, delivered in June, had been approved by the House and Senate Armed Services Committees prior to the attacks. As this edition went to press, there was strong sentiment in Congress to increase funding for emerging homeland defense and other programs designed to defeat terrorist threats.
