Scarcity has often been deplored as an obstacle to human progress. Today, it should be seen as the product of progress - and in a double sense. The conception of prosperity that drives the global economy has created an absolute lack of provision in many poorer parts of the world. But it has also, in that same process, generated the purely relative scarcities of a highly materialist and oil-dependent affluence.
