What counts as a flight review?

The topic of flight reviews comes up fairly regularly from members calling AOPA's Pilot Information Center. The question usually is whether a flight review can be accomplished without having to fly with a CFI-or having to fly at all. The short answer: No. You cannot accomplish a flight review without flying. But there are some things that count for part or all of the flight review without completing a flight for that purpose. Most pilots any aren't familiar with the remainder of FAR 61.56. If you pass a practical test or proficiency check with an examiner for a pilot certificate, rating, or operating privilege, it counts as a flight review. The same applies if you pass a practical test for an initial CFI certificate, added a rating to your CFI certificate, or renewed/reinstated your CFI.
