September 11 was a moment wherein the sovereign suspended the law in order to introduce a measure previously deemed outside it. To make racial profiling an acceptable political technique of governance is to inscribe suspicion and illegality onto the bodies of people of color, making it possible, in this case, to round them up on the basis of nothing more substantial than their "looking" like Muslims.
