As with many water utilities around the United States, Castle Pines (Colo.) Metropolitan District (CPMD) had been making substantial investments in water conservation for, several years. CPMD's district manager and conservation team were determined to measure the return that those investments had generated in terms of water savings, avoided costs, and for future program planning purposes. They decided to conduct a statistical analysis of one of their mainstay programs-outdoor irrigation audits-and look at the results over several years. The evaluation confirmed some of their suspicions and revealed new insights but ultimately led them to ask: "How can we substantially increase our water conservation performance and ensure that the results are predictable and repeatable every time we conduct a program?"
