The Mad and the Bad in State Institutions

Just beneath our society's smiling-face mask of ease and sanctimony lies a brutal reality. A larger percentage of American citizens are incarcerated than anywhere else on earth. Despite a sustained fall in the extent and seriousness of crime, unprecedented numbers of the poor, the mentally ill, people of color, and children- nearly two million in all-are behind bars.
