Trade is inevitably part of political economy, and the political side of exchange comes to the fore when national survival appears threatened. In the future, when numerous nations are facing combinations of drought, disease outbreaks, influxes of refugees, and civil unrest, trade will become less stable and far more political than at present. The trade-related questions that have exercised the imaginations of economists for two centuries will seem quaint.
