Publicly, Morocco is maintaining an aggressive diplomatic stance towards Germany by refusing to accredit its new representative in Rabat. But privately, it is busy resurrecting cooperation programmes and striving to avoid a European backlash. Germany may currently be without an ambassador in Morocco since Götz Schmidt-Bremme's departure from Rabat in early July, but behind the scenes the Moroccans have been making their first conciliatory overtures to Berlin, four months after suspending diplomatic contacts in protest at the German stance on Western Sahara and the situation in Libya.
