In late autumn, with the birth pangs of a new fiscal year just behind it, Washington always seems to lose a little momentum. In fact, although the nation's capital may receive a little less "press" at this time of year, plenty is going on. Among other timely Washington topics are a new Senate plan for the FAA, a debate involving a familiar Air Force bomber, and a federal law agency with a new weapon.
