It is widely understood that the electronics industry, a foundation of U.S. economic growth, innovation, and national security, is facing a turning point. The immediate trigger in this historic moment is the language in National Defense Authorization Act for Fiscal Year 2012, Section 818. But the fundamentals of the crisis have been years in the making, and represent the intersection of economic and cultural forces that, in their combined effect, are only just now oecoming clear. Even if the law fails to have its intended effect, the crisis itself will not go away. If ignored, the nation and the world will suffer the consequences.
