Cloud computing is the mile-stone for today's Information and Communication Technology. Cloud computing is a dynamic resource provisioning system. In this system, there isa resource pool, which contains the set of resources such as computing resources, storage resources and others available for the cloud. On other hand there is task pool, some tasks requested to get services from the cloud resources. So far the researchers were relied on several existing Bio-inspired algorithms such as Evolutionary Algorithms (EA), Swarm based optimization algorithms and Ecology algorithms to optimize the complex scheduling and other problems. Most of these existing algorithms are static by nature, iterative based solving technique and may be used only to optimize the received results from other methods that solve the problem. Some of the researchers modified these static Bio-inspired algorithms with additional complex methods or arrangements to solve the dynamic problems and to achieve the dynamic properties. So, the complexity and time consumption to solve the problem will increase and also we may not get the best results in all the cases. In order to obtain and improve the reliability and availability of the cloud services for our healthcare application, we propose a new dynamic Bio-inspired algorithm, that solves the complex cloud scheduling, guide towards the best solution, monitors the operation to get best solution and to optimize the solution, called Ruminant Digestive System (RDS), derived from digestion system from Ruminant animals such as cow. We call this Ruminant Digestive System as RDS framework that takes care of everything.
