When the Quicksort buttons aren't available, give users a sorting form. Access lets users sort data while viewing it in a form. A user can simply select the control bound to the field they want to sort on, then click on one of the Quick Sort buttons on the Form View toolbar (that is, provided the user is working with the full version of Access). However, if you're delivering custom applications, you're probably limiting the user interface to just those tools the user needs. If you aren't limiting your users' access to specific menu items, you should be; the more your user can do, the harder it will be to eliminate all bugs in your application. Rather than give your users access to all the Access menus, you can add a sorting option to your forms.
