以“一标三制”为核心的电网企业资产管理体系建设与运行实践

摘要

Aiming at different asset management goals, uncoordinated process and nonunified actions of power grid enterprises, a set of asset management system standard is established. Moreover, three asset management mechanisms are established and perfected to form a asset management system with characteristics of "one standard and three mechanisms"to enhance asset management system normalization. The paper thoroughly an-alyzes the necessity and feasibility of "one standard and three mechanisms" and specifies the development of its ideas. At the end, the paper also introduces system construction and operation result.%针对电网企业资产管理目标不一致、流程不协同、行动不统一等问题，构建了一套资产管理体系标准，在此基础上，建立健全了三项资产管理工作机制，形成了基于“一标三制”为特色的资产管理体系，促进资产管理体系常态化。针对“一标三制”的必要性和可行性进行了深度的剖析，对“一标三制”的形成思路作了详细阐述，并对体系建设情况及运行成果进行了简要的介绍。
