全国水土保持监测网络建设成效和发展思路探讨

摘要

This paper analyzes the benefits and existing problems of national monitoring network of soil and water conservation based on analyzing the development process on ecological monitoring network in China and abroad. It puts forward the ideas of improving the layout of monitoring network, scientifically selecting monitoring index, perfecting the evaluation system and strengthening quality management and creative technology. It improves the top design of monitoring network, enhances the basic information platform of soil and water conservation, and reinforces the operating mechanism as well as the capacity to support operation.%在分析国内外生态监测网络发展历程的基础上，总结分析全国水土保持监测网络建设成效和存在的问题，提出优化调整监测网络布局、科学遴选监测指标、完善评价方法、加强质量管理和技术创新的发展思路，进一步加强监测网络顶层设计、国家水土保持基础信息平台、监测网络运行机制和运行保障能力等方面工作。
