Recently natural disasters combined with the impact of secondary disasters are frequent in China, which seriously threat people's lives, property and social stability. The forewarning mechanism of natural disaster is an important component in disaster reduction. This paper mainly introduced the elements of risk monitoring and forewarning mechanisms, composition of the technical support system as well as the construction of the platform.%近几年来我国自然灾害频发,加之次生灾害的影响,严重威胁老百姓的生命财产安全和社会稳定,自然灾害风险监测与预警成为防灾减灾的核心组成部分.文章重点探讨了风险监测预警的关键要素、技术支撑体系构成以及基础平台的建设.
