The relevant research thesis on constructing service-oriented government originated from New Public-management thesis and New Public-service thesis brought by special social background in western countries at the end of 80's in 20 century. Our relevant academic community started to give some attention on this area at the midth of 80's in 20 century, and the concept of service-oriented government was completely invented by Chinese scholars. Based on demands as well as targets set by our central government on constructing service-oriented government, this thesis taking example of Shaanxi Province, analyze and discuss the necessary condition, the main existing-problems and its reasons, and lastly the countermeasures on constructing service-oriented township government.%构建公共服务型政府的相关理论研究起源于西方国家20世纪80年代后期在特殊社会背景下催生的新公共管理理论与新公共服务理论.我国学术界从20世纪80年代中期开始就关注这方面的研究,而且服务型政府概念的提出是中国学者的专利.根据我国关于构建公共服务型政府的要求和目标,文章以陕西省为例,对构建公共服务型乡镇政府的必要性,目前形势下存在的主要问题及其原因,以及构建公共服务型乡镇政府的对策与建议进行了初步理论分析与探讨.
