This paper used the analytic hierarchy process and fuzzy comprehensive evaluation theory to construct dynamic analysis model for regional talent competition, determinated the talent competition in the five sub-regions for the different points of Binhai New Area, revealed the evolution of regional talent competition by measurement analysis, made qualitative analysis on the history and practical reasons of talent competitiveness imbalances in the distribution, and put forward suggestions and measures.%运用层次分析法和模糊综合评价理论构建了区域人才竞争力动态分析模型,对滨海新区不同时点上,五个主要子区域的人才竞争力进行测定,以计量分析方法揭示各子区域人才竞争力的演变规律,定性分析了人才竞争力分布不平衡的历史和现实原因,提出了对策建议和措施.
