欠发达地区城镇土地定级估价问题与对策--以重庆市城镇土地级别调整与基准地价更新为例

城镇土地定级估价是加强国家宏观调控，完善土地资产管理，建立规范地产市场，深化土地使用制度改革，征收土地税费的重要依据与基础性工作。以重庆市为例，在简要介绍重庆市城镇土地级别调整与基准地价更新工作概况的基础上，结合新一轮城镇土地级别调整与基准地价更新工作，分析了欠发达地区城镇土地定级估价存在的问题，进而提出了推进欠发达地区城镇土地级别调整与基准地价更新工作的具体措施与建议。%Urban land grading and evaluation is an important foundation and basic work to strengthen the national macro-control, improve the land asset management, establish a standard real estate market, deepening the reform of the land use system, and collect the land taxes. Firstly, we briefly introduce the work's overview of urban land-level adjustment and benchmark land price updating in Chongqing. Combined with a new round of urban land-level adjustment and benchmark land price updating, the problems of urban-land grading and evaluation in underdeveloped areas are analyzed. And then, we put forward specific measures and recommendations to promote urban land-level adjustment and benchmark land price updating in underdeveloped areas.
