大学生“村官”肩负担任新农村建设带头人的重要使命，是政策、科技、市场信息的传播者和推动者，大学生“村官”这个岗位带有一定的公共属性，但是大学生“村官”创业带有一定的社会属性。社会创业，即一种社会组织（企业、非盈利组织等）在经营过程中，将社会价值与经济价值创造性地融合的过程。推进大学生村官创业，是实现大学生村官“下得去、呆得住、干得好、流得动”，有效融入农村的一条重要的途径，鼓励大学生“村官”自主创业作为建立“村官”长效机制的重要内容，对于改善基层干部队伍结构、加强社会主义新农村建设、促进农村经济社会发展具有十分重要的作用。本文就针对大学生“村官”创业问题进行了研究。%College-graduates village officials shoulder important mission as a leader in new countryside construction, and they are the communicators and promoters of policy, technology and market information. The post of college-graduates village official has common attributes, but the college-graduates village official entrepreneur has a social character. Social entrepreneurship is a process that a kind of social organization (enterprises, non-profit organizations) innovatively integrates the social value and economic value in the operation process. Advancing the college-graduates village official entrepreneur is the important way of realizing the goal that they do well the work and effectively integrate into rural areas. Encouraging their entrepreneurship is the important content of establishing the long-term mechanism of college-graduates village official, and plays a very important role in improving the structure of grass-roots cadre team, strengthening the new socialist countryside construction, and promoting rural economic and social development.
