为了全面提高学生的综合素质，高校领导应当根据社会的需要以及市场的变化找到适合自己发展的道路，确定发展的方向以及目标，采取适当的方式才能在竞争中获胜，否则会处于被动甚至不能生存的地步。本文在探讨高等教育教学管理与质量保障的内涵及其评价标准的基础上，对新建本科院校教学质量的现状及其影响因素进行了归纳与总结，进而提出了新建本科院校教学质量提高与保障的具体措施与对策。% in order to comprehensively improve the overall quality of students, university leaders should find a suitable road for their own development road according to the need of society and the change of the market, determine the development direction and the goal, take appropriate way to win in the competition, otherwise they will be in a passive and even can't survive. Based on the connotation of higher education teaching management and quality guarantee and evaluation standard, the status and influence factors of teaching quality of newly-established universities are summarized, and then put forward the teaching quality of newly-established colleges and specific measures to improve security and countermeasures.
