随着城市化进程的加快，城市水环境危机日益显现。洪涝灾害、水资源供需矛盾、水生态环境恶化等已成为现代城市的顽疾。本文以项目生命周期理论为指导，引入低影响开发（Low Impact Development，LID）雨洪管理理念，并对其在国外城市建设、运营与经济、环境、社会效益进行了分析，从理论和实践方面对LID技术优势进行了研究，企望在我国城市开发建设过程，加快LID技术推广应用，缓解城市水环境危机，促进城市可持续发展。%With the accelerating process of urbanization, urban water crisis is looming.
