我国失地农民社会保障制度设计的价值取向

During the early stage of reform and opening-up, the development of the social security system has become a pillar of the market-directed economy. Social security as a public products, its value concept should also be included in the category of the system design. The value orientation of social security is the inner criterion value of system development, building, and reform. The paper mainly discusses the value orientation of land-losing farmers' social security design from "justice" and "people-oriented".%改革开放以来,我国社会保障制度建设已经成为了市场经济发展的重要支柱.社会保障作为一种公共产品,其背后的价值理念也应纳入到制度设计的范畴.社会保障制度的价值取向是制度发展、建立和改革的潜在价值准则.本论文主要从“公平正义”和“以人为本”两个角度论述了失地农民社会保障制度设计的价值取向.
