分析国内外对节能减研究成果，进而指出我国在节能减排工作中存在的基本问题提出促进节能减排工作的措施。%This paper analyzes the research achievements of energy conservation and emissions reduction at home and abroad, points out the basic problems in China's energy conservation and emissions reduction and proposes improvement measures.
