代建制模式下政府投资项目风险体系研究

摘要

政府投资是全社会固定资产投资的重要组成部分，其发挥的效应关系到社会秩序的安定和国民经济的良性发展，对政府投资项目的管理模式也有了转变。本文以代建制模式下政府投资项目的风险管理为出发点，分析政府投资项目实行代建制的重要性，阐述代建制模式下项目风险识别流程，采用菱形思维发散收敛技术建立代建制项目的风险评价指标体系，为代建制模式下进一步进行风险评估提供系统的理论依据。%Government invested project is the important component of fixed assets in community-wide investments, whose effect is related to the social order of stability and healthy development of national economy,and the government investment project management model has changed. Starting from the risk management of government investment projects under agent-construction,this article analyzed the importance of government investment project carrying on agent-construction mode,expounded the project risk identification process,set up the risk evaluation index system of agency construction system by using rhombus thought convergence technique, to provide the theoretical basis of the system for further risk identification of agency construction mode.
